🌟 Halomi Platform Policies (Detailed English Version)

1️. Community Guidelines

Purpose:
To maintain a healthy, friendly, and legally compliant community environment that protects the rights and interests of all users on the Halomi platform.

Detailed Content:

  • Prohibited Content
    • Violent, terroristic, hateful, threatening, or inciting any form of violence.
    • Pornographic, obscene, or sexually explicit content.
    • Discriminatory, harassing, or offensive language.
    • Dissemination of false information, rumors, or malicious hype.
    • Content that violates Lao national laws, social order, or public morals (per the Lao Penal Code, Articles 116–122, and the Cybersecurity Law).
  • Freedom of Speech and Respect for Others
    Users must respect others regardless of their background, gender, religion, or political views and must not use discriminatory language.
  • Account Conduct
    • No impersonation of any individual, organization, or institution.
    • No fraudulent, deceptive, or illegal activities.
  • Violation Handling
    • Minor violations: warning or temporary suspension.
    • Serious violations: permanent ban and possible referral to relevant authorities.

2️. User-Generated Content Policy

Purpose:
To regulate user uploads, live streams, and comments, clarify content ownership and licensing, and prevent infringement and illegal dissemination.

Detailed Content:

  • Content Ownership
    Users retain ownership of the content they upload or publish, including text, images, audio, video, and live streams.
  • License Grant
    Users grant Halomi a worldwide, non-exclusive, royalty-free, sublicensable license to use, display, distribute, and promote the content for:
    • Platform operations, product marketing, and showcasing (including but not limited to clips, highlights, replays).
    • Platform compliance and security monitoring.
  • User Responsibility
    Users guarantee that their content does not infringe on any third-party rights (per Lao Intellectual Property Law, Articles 22–25).
    Users agree to indemnify and hold Halomi harmless against any claims, losses, or liabilities arising from such content.
  • Infringement Complaints
    Halomi will investigate and remove or restrict access to content that infringes on intellectual property rights after receiving a valid notice.

3️. Content Moderation Policy

Purpose:
To prevent the spread of illegal, harmful, or inappropriate content and to comply with Lao legal requirements.

  • Moderation Methods
    • Automated moderation (AI detection, keyword filtering, image recognition).
    • Human moderation (internal teams or third-party reviewers).
  • Enforcement Mechanisms
    Suspected illegal or harmful content will be removed, blocked, or taken down immediately.
    Per the Lao Cybersecurity Law, Article 30, suspected criminal content may be reported to relevant authorities.
  • User Appeal Process
    Users may appeal content removals or bans within 7 business days by contacting market@halomi.la.
    Appeals will be reviewed within 15 business days with a decision emailed to the user.

4️. Copyright & Intellectual Property Policy

Purpose:
To respect and protect intellectual property rights and manage copyright disputes effectively.

  • Copyright Statement
    The platform respects the rights of all content creators. Unauthorized use, reproduction, distribution, or display of third-party content is prohibited (per Lao Intellectual Property Law, Articles 38–41).
  • Infringement Notice Procedure
    Rights holders may submit complaints via market@halomi.la, including:
    • Proof of ownership (e.g., registration certificate, authorization letter).
    • Description and link to the infringing content.
    • Contact information.
    Halomi will investigate and remove or block the content within 7 business days as required by law.
  • Counter-Notice Procedure
    Users whose content is removed may submit a counter-notice within 7 business days.
    Halomi will review and decide on restoration or permanent removal of the content in a timely manner.

5️. Refund & Payment Policy

Purpose:
To regulate the purchase and refund of virtual items (such as coins, gifts, memberships) on the platform.

Detailed Content:

  • Definition of Virtual Goods
    Coins, gifts, memberships, and other items purchased on the platform are virtual goods and cannot be redeemed for cash or withdrawn.
  • Purchase and Usage
    Users may recharge their account via approved payment channels. Funds are considered final once credited.
  • Refund Policy
    Except as required by law (such as technical errors or duplicate charges), all purchases are non-refundable (per Lao E-Commerce Law).
    Users may apply for refunds within 7 business days for system errors by contacting market@halomi.la.
  • Payment Security

6️. Advertising & Sponsorship Policy

Purpose:
To regulate advertising, sponsorships, and brand collaborations on the platform and ensure legal compliance and transparency.

    Advertisements must not be false, misleading, or illegal (per Lao Advertising Law).
    All advertisements must comply with applicable laws and community guidelines.
  • Disclosure
    All advertising content must be clearly labeled as “advertisement” or “sponsored.”

    Partners must sign an advertising agreement and submit content for review and approval.
  • Violation Handling
    Violating advertisements will be removed immediately. Serious violations may result in termination of cooperation and reporting to authorities.

7️. Age Verification & Parental Consent

Purpose:
To protect minors and comply with Lao child protection laws.

    Users must be at least 13 years old to register an account.
  • Parental Consent

8️. Data Retention & Cross-border Transfer

10. Governing Law & Jurisdiction

Purpose:
To establish the legal relationship between the platform and users and clarify the dispute resolution process.

    These Terms and the platform’s operations are governed by the laws of the Lao People’s Democratic Republic.
  • Dispute Resolution
    Parties shall first attempt to resolve disputes through friendly negotiation.
